I have the honour to acknowledge the receipt of Your Excellency's letter of the 20th instant enclosing copy of Water Ordinance No 16 of 1890, observing that hitherto The Admiralty have been supplied with water, I presume, as a matter of right to the Service, which served in the protection of the Colony, but I cannot allow any claim for the measurement to Fleming & Co.
